Worst country with internet connection?

I'm paying 15€ for a 512kbps Internet Connection which gets like 70kbps Download Speed at it's Maximum and Upload Speed at 40kbps at it's Maximum.

In Brazil a 1MB connection costs around US$40,00 in some states, although, in the most distant states, it costs around US$100,00. Too bad that a country that don't even have a good internet speed will host the next World Cup and Olympic Games.
