Then it stands for "File exchange protocol" FXP is the file exchange protocol. It isn't an actual protocol, just a method of transfer making use of a vulnerability in FTP. It allows the transfer of files between two FTP servers.
I voted YES but not sure what you mean here. You could mean the FXP Scene as in FXP Boards/Forums or you are refering to FXP Scene as the usual couriers at the different FTP sites around the world.

To be a member at an FXP Board you must bring something to the community. In such communities you basically fall under the catagories of Scanner, Hacker, Coder, Filler or Racer. Scanners will scour the internet using advanced scanning tools searching for the latest and greatest exploits and logging all the info to post for the Hackers to play with. Once a Hacker has found a system he enjoys playing in, He will setup a FTP Server on the machine where the hacker will then test the speed and determine what the machine is best suited for. If the machine is FAST, It will be setup for a RACER to RACE Releases to DUMPS and other Race boxes with similarly fast connections. Machines that are slow or otherwise unfit for Racing, are usually left for the Scanners, These are referred to as ScanStros, If the Uptime is good and the space sufficient, It may become a DUMP.
