Yes, download slots will be blocked on 24h for your account if you remote from UL to RG, because UL have that kind of security policy , UL monitors IP's connections from any account and they don't allow multiple IP's records in period of 24h. It's better to avoid it.

True, that's what happens with BITCOIN VOUCHERs since they don't have to give cash to you / probably already paid bit4coin before offering us these vouchers.
if you want euros on your account/webmoney though, no change, it still takes several weeks.

Yea pretty much. I woke up to my phone alerting me that I got a voucher from Uploaded. I must have requested payout at a good time or something :/
