Correct it does not work in that way. Do you honestly think we need to try gain $9.99 from you in order to 'become rich'. That makes no sense seeing as we pay out every week and to an amount much greater than $9.99.
Users who have had this issue many of them had their accounts compromised which is not our problem, they should have looked after their account details or used services which were not skeptical to being infiltrated and having your personal details taken.
After checking your account the voucher is just sitting there, and was redeemed on Saturday, not by us but by someone who used your account since you say it wasn't you. You should look into maybe changing passwords or something since it seems you have an issue.
You can do what you wish with the voucher sell/give to someone as it is active and will be up until its expiry date which is visible on the redemption page.
