When a file is removed, there are three reasons:
1. inactive file
2. Adult-related (Your account should be banned in this case)
3. Copyright infringing.
Your account is in good standing.
If you want to know more, create a ticket.

But your cleared balance should reach your minimum set by you (if you don't set it, it's $10 or $100 for paypal by default)
And you need to enter your payment info correctly and to be logged in at least 7 days prior that date.
Cleared balance is the balance after applying withdrawal fee.

Does it generate error message? You are trying to upload from another host or from a direct link?
