Its only for the unlimited storage plan, if you haven't had a download in 60 days. The other plans still keep files as long as they don't get a dmca.

From which country and which ISP are you trying to access the site? Maybe try to change your DNS to Google's instead of your standard DNS servers from your ISP:
Google DNS servers have the following IP addresses:
8.8.8.8
8.8.4.4
