His rates are too high, i bet he won't pay with this rate. Payable Tier 1 rate is about 4-6$, and Tier 2 rate is about 1-1,5$. So if anybody use higher rate will be scammer very quickly.
 
Stop uploading to him until he pays. Way too many scams in these image host to be uploading to a host that has pending payments and no answers for more then a week.

If there is a problem with payouts he can always tell us here.

Some of you Guys are not get paid i know, Well we have some delay payments from our advertising networks as soon as we get paid ill pay all pending payouts

2nd whom who requested on 24th-25th will be Get Paid on Coming Thursday dont worry payments are late but you will get your payouts thank you
