"The links expire after a period of time." - Increase this or fix it.

I'm not referring to the file link, I'm referring to the direct download link. It is available for your IP address only for 8 hours. This should be plenty of time for your to start downloading the file.

I've tested files and they are working ok. Can you provide some test links and we'll be more than happy to help? Saying 'no body can download file' doesn't help much.

The table is correct. The standard PPD rates is up to $30 per 1000 downloads, if you own a website and enter this in your account you get an extra 10% on top of your earnings, so technically you can earn up to $33 per 1000 downloads. Hope this makes sense.
