Ofcourse it is a marketing scheme. If you get any user who is as dumb to choose PPD with 1025+MB files, your download : premium sales ratio is huge, and you barely pay out anything cause it's not like you got millions of premium members that will download all your files

No one says you get millions of premium members to download your file... But a download is a download...
