It wasn't showing 0 to everyone.. It depends on which server you were on.. Some of them had a lag with PlaySonic points.. Everything is back to normal now

How is split my payment accounts? I'm an elite member now. Minimum payment is 300$.

Example: I split to 5 payment account (limit 60$ for each). So, minimum pay out is decreased to 60$, is it right?

No, minimum payout still remains $300 for elite members. Split payment is only used while withdrawal of $300 into multiple segments if you wish.

Actually the new feature is for helping some affiliates who have difficulty receiving big amount in one payment. For example in India its only allowed to receive up to $500 in one payment.
