When the limit is reached it is expected to stop the download process. Normal users who download for their own personal use never exceed it. Others, like leechers, who use download managers and many parallel downloads, may exceed it some times. When this excess is very high the account gets banned. After request the account may come live again giving a second and LAST chance to the user to prove this was a coincidence and will not happen again. If the limits get exceeded various times the account gets permanently banned. I hope this paragraph helps.
As i explained you by PM there are 3 pending payza payments.
I will explain it publicly too. There has been a couple of affiliates who changed from OKPAY to Payza.
Every week, there is a calculation of payments from each system. Money get sent to charge the accounts of OKPAY and Payza. So, the money was sent to OKPAY but then they asked to be paid at Payza.
That's why there has been these 3 last payments pending. On Wednesday when the rest of the payouts got executed, these 3 payouts couldn't be sent due to no funds on payza. New funds got sent to payza and they should arrive by tomorrow if payza works as usual.
So tomorrow you 3 should receive your payouts. Sorry for the delay of these 3 days. I hope you understand the reason.
