All the payouts for the period(10.02 - 17.02) wil be provided today(17.02)

The WM payout will be made along with the accumulation of funds.

As for the Alertpay payouts,we'll try to make them ot longer then in 1-2 weeks(till 24.02)

As it was mentioned before,we can't tell the exact date.We'll open the affiliate as soon as we would be able to provide you with nice UL/DL speed.
Will try to achieve that asap.

If I upload now will I get credit for downloads and premium sales that happen now? or only downloads after affiliate program officially reopens?

No.We pay only in the frames of our partnership program.

The PPD rate depends on your traffic quality,i.e. the number of Premium sales in relation to the number of downloads.
