When fix the download speed with 64 servers?

many files are uploaded to the server 64 and the download speed is very low

They have a problem at 12 pm.12 between 01.00 a.m (a hour) they do not count.He will solve this problem in the soonest time.
 
dizzcloud, say my account has been activated but I can not enter Login. What happens? Help, please
