It's still available in the USA provided there is justification. Bulk emailing is not. You can always use a single IP for it in most cases. At least not /24 of them.
Yeah any host that supports shared hosting with Wordpress would work unless your site is extremely heavy and needs a VPS. Just make sure they allow streaming. Some don't.
I think it depends - have you been with a previous provider? Have you had spam complaints? Mass emails often do lead to spam complaints. If you can ensure this won't happen a lot of hosts are willing to support you. Best to contact their sales team and ask directly.
