Sorry, some settings were reverted back to the default values. I've changed it back and now it seems it's back to higher speeds.

Update on new NL server:

We have received the server long ago but the data center technicians installed the wrong operating system twice. The server has been sent back for OS correction.

EDIT: Never mind, its working now. I wonder what is causing this!!!

EDIT: Server is loading. But the BOTH performance and download upload speeds are slow. Please do somthing ASAP.
