As far as I recall it won´t be useful for any of you because before doing anything the server checked xldr.net for updates and as Jay^ null routed it the program will never pass that check I can be wrong though.
It was a C++ based program which function was to automatically rar, upload and post files from a folder or a ftp, it also supported the addition of plugins and I believe that the last project using it was sceneflux.net (Or a modified version of it)
Sceneddl was the original website Jay^ (The developer of xldr Publisher) created and it was based on Edrad, then after that he wrote his own tool for doing the same job he called xldr publisher and released it to the public at the same time he implemented it on it´s website.
