I had to delete the files just because you told me to tell 38 when 43 should download that is where Spain.

i think tier 1 countries can be more

If you get another download from Germany and it counts in tier 2, please let us know. But right now Germany has been in tier 1 for just over an hour, so it wont count as tier 2.
