I guess you can use bluestack on any windows machine.

You should be able to get it working on any KVM VPS provider with
windows support.

Hye, actually Bluestack required graphic to run it. I tried to install on Dedicated server but no luck, bluestack is opening but not display anything.

Have you considered RDP or VPS is absolutely necessary?
