If it's a really tiny VPS, I'd focus on keeping the number of PHP-FPM workers low as well. In my experience, that's usually where most of the memory goes. The web server itself isn't the biggest problem.
I don't know about what php frameworks you use or anything about php but I use nodejs and express a lot and honestly nginx is the best, Lightweight and fast web server I also hosted website in very low specifications and it's run smoothly specially it's great for static serve. But when users get increased we definitely need to use more powerful vps
