Which format for animated banner?

Which format is generaly better for banners and that sort of ads Flash or Gif?

If you just need text and small sort of anime means Gif is perfect, but if you want attract more users/visitors means flash is best(most of the users now have flash plugin in thier browser)

Gif is more compatible. Flash has wider uses, but it makes ad-block go nuts.
