Please suggest me which one give good performance

Intel Xeon E3-1230 Quad-Core 3.2GHz w/HT 8 CPUs with 8GB RAM
or
2 x Quad-Core Xeon E5310 with 16GB RAM

Looks like everyone is just considering the CPU part only. As long as OP don't reveal what he will be hosting its difficult to say a best pick.

Encoding : E3-1230 will be a good pick
Hosting a heavy Database :2 x Quad-Core Xeon E5310 with 16GB RAM will be better as there is more RAM available.

Well of course he can get better options which fits best for his needs.
