Usually Traffic from Netherlands is being put in in tier 2 for the CPM with much lower rate.

I was using Bc.vc and it was all well, untill they stopped paying due to Paypal is out of their country.

well.. forget the adult part,
they are no longer paying (Bc.VC) untill they resolve their paypal issue...

so is there any other good suggestion? with the focus on netherland.
