You are wrong.
SmartDC is a DC not a provider, each ISP buy rackspace in dc and then setup their own network, servers etc, its depend from where you purchased, few providers provide shared speed based on switch like worldstream, they do provide 1Gbit but in peak time its get reduced to 200Mbit, its their setup, not fault of DC, about us, you can try hostpalace, we have each server with full duplex speed and no rate limit over our network. we do have a lot satisfied clients.
