Link velocity is simply the rate of incoming links to a website.If we build Excessive amount of backlinks in short period of time then there may be a chance of google penalization.

it's how often Google finds inbound links to your website or how often you built links. Yes it can affect rankings. If yout build links too fast to your new site than Google might penalize you. Build links slowly at first.
