What exactly is Reseller Hosting?

I've seen a lot of Reseller Hosting offers here on wjunction. What is it exactly? I haven't seen any OS specifications or such, do you supply that yourself or?

On shared you get cPanel access only but if you buy reseller hosting you get WHM aswell, so then, you can create other cPanel accounts in other words, you can host other people. But it's not recommended to start hosting company after you buy $15 reseller hosting.

So it's only cPanel etc? Not remote desktop , like a VPS?

if you was to host each person they all get equal share of 15%cpu if one of them exceed they be suspended
