Webmoney formal Passport

I am Alias user of Webmoney. So I am not able to received more money so I tried to switch a Webmoney Keeper or classic but It required formal passport to create. So I started to create I found their that they require legal identity that passport 10digit number but I do not have Passport. So How I can byepass that.
