i am looking for a network like leaseweb

try pinging a leaseweb powered website from any country...u will get very low ping
where as if i get NL server it will be slow in US and the other way around...

i am trying to either find a leaseweb reseller or something like them

Choose Netherland Linux. That 27.99 is Windows. Why more expensive ? Because this XEN VPS. So this 100% totally not oversold. If main node only have 8 GB. then you can only sell 7 GB total from all VPS. You can't sell 12 GB like in Openvz Main node. And this netherland is located in Evoswitch, this part of Leaseweb DC.
