VB 3.7 Bandwidth got excedded, Now doesn't work?

I've been on a shared host. My "Bandwidth" got exceeded and so sites stopped working. My host increased my "Bandwidth space" but my VB 3.7 still doesn't work. He says your VB settings are conflicting with server settings. He doesn't know much about VB and so do I. Can anyone please tell what needs to be done in order to get the VB to work again. If there any table repairs or anything Please help.

What error does your VB shows?

3.7 wont run with newer php versions. Upgrade to 3.8.9
