a user can download a file 3 times to be counted after 3 times downloads wont be counted so you will see a msg max 24 reached

I see a lot of MAX_24 after a user's 1st download. IOW, if someone DLs 5 files, only the 1st will be counted.

Yup, 10$ would be fine.
Just compare the rates in the OP (January '19) with the current ones.
