You mean the abuse notice?
When you klick on a abused link as the uploader/owner from the Account you will see that notice before they give you the chance to download the file until the announced date.

By the way. There is nothing perfect or sure about ul.to and i can not know it perfectly!
They many times changed their routine!
I don’t give a f... to a payment which is 10 days ago ! I and many others here wait for more than 1 month and we are looking forward to it!
So if you don’t know it perfectly or if you are not an owner of ul.to , just leave and don’t give us a negative response!

And personally I believe that next payment can not be 3 weeks later. We already waited 1 month some others waited more!

5 to a calendar month, but not to a month without all that non working pieces. I'm not a teacher, if you want to believe in miracles, so why not? People who work here for years know approximate payment day (it's easy to count). But you keep crying every time before payment thinking that it will change something (NO)
And what will you do? Keep crying? You have no choice, you can't influense on this process. Personally I expect webmoney payment starting from the April 6-th.
Of course it can be earlier but what the chances? 99% to 1?

Read the Terms and Rules. Payments are done in 30 workdays, not current days or once a month. If they pay faster, very good for us, but if not, be pacient. If you requested your payout on Feb, 21st, so you get your money on April, 3rd, or 6th. Using UL since 2013 and sometimes they are very slow to pay. Keep cool.
