I think it is due to refund.A person buy premium but then refund the money.My opinion.

YUP!
It's good news.
Anyone with formal or higher passport can bind his card with WMZ/WME.
But they will verify all documents PASSPORT NO., COLOR SCANNED COPIES etc.
I will stick to exchangers/WME buyers.
