And what if in meanwhile this "same user" has the "tracking cookies" changed? (e.g. he clicked another ref link)

I can confirm 100%: TO ME only first rebill is counted, no traces of subsequent rebills, and I confirm is very strange behaviour probably they are the only one doing this
