If it falls to zero you wont be able to upload anything.

Read this:
If your temperature is above 10° at the end of the calendar month, then you′ll operate as a Golden Partner during the next one and pocket some extra bonus money in addition to your regular pay. The temperature shows the ratio between your earnings and the revenue generated by you for the benefit of the service. The higher the temperature, the better partner you are. That means we′d be pleased to pay more extra bonuses to you. In order to raise the temperature readings on the Heat Probe, generate more purchases of the premium accounts and streamline the list of your stored files. You can check the File Stats section for files that raise your temperature and the ones that push it down. The temperature is recalculated every day. To calculate the temperature we take a 30-day period.
See an example: On May 27 we calculate your user temperature for the period from April 27 to May 26. On May 28 we calculate the temperature for the period from April 28 to May 27. In this way we calculate the success of your work every day. If on June 1 the temperature on a thermometer is > 10°, you will receive the status of a Gold Partner.​

PPS applies to earning generated only if any User buys premium Account through your Links.

Free jDownloader users bring a filehost only traffic cost, but they never see the page, for normal they download each file from a different host and will never buy a premium. So they are useless and so Turbobit decided to block them.
 
Access to upload files closed

Because of the irrational use of service resources , access to upload new files in your account is temporarily closed. When an increase temperature of your thermometer down to 0 degrees, access to upload will be opened.

if you're in PPS, you must have a lot of download, but if you're in PPD, you just need some sales to prevent temperature become 0. =)
