Other Torrent & Remote Upload Services without using my internet speed

Dear all, I'm looking for a company :

1. Can login to their website and use their services
2. Example download torrent files and save in their website
3. Once completed, it will generate direct link which can remote upload to any file hosting without problem

Note:
1. My internet speed is very slow
2. Tested RDP not suitable

Any suggestion ? Thanks.

I tried free Zbigz but it doesn't generate direct link which I'm not able to remote upload from them to any file hosting.
I never try put.io will they generate direct link ?

I don't know about Seedbox, will Seedbox suitable to my request ?
Anyone can provide me the plan ?
