Tht is a very basic style for an early edition of vbulletin
search on youtube for some tutorials on customizing VB tht kinda look should be very easy

that default skin they only change colot alt1 and alt2 also body color to black

I suggest if you want a template, get a nice looking one...not one from the 1950's.
