nobody spoke about whether they r scammers or not , if they will pay or not + didn't reach the minimum payout so i don't know

Exactly..If your balance is 15 today you cannot ask for payout today,you will need to wait 14 days to make it happen. Terafile doesn't look scam they are banned not because of cheat/payout/support.
