Well if you actually think about its not a bad idea as long as you don't do anything the Russian authority's don't like.

However the point is even if you manage to set up over a Russian hosting company a file hosting company. The bureau could just arrest you like they did with the Megaupload guy send an international arrest warrant if you live in Europe or the US or simply even getting caught uploading something will get your ass busted in the future because that's going to be their next move.

But i think the best solution for people who don't mind the cold weather and have some cash is to directly move to Russia. And build your own data center and start hosting because than your untouchable and even if the Russians give you a hard time thankfully corruption is still working there.

Also China would work if you could figure out a way to host there without the Government annoying you with their anti propaganda police which basically restricts people from seeing American movies and other contents hell even World of Warcraft is censored there if you wanna host in China you can't let Chinese people access contents on your hosts.
