I don't think it is effected for whole world. As the law is made by US house of representatives, it affects only USA and it's islands, colonies and whatsoever. It won't effect any other country. But the whole whole is against it because major internet sites like wikipedia,google, facebook,MSN, Bing, Yahoo! will be effected as they are in america.. so ultimately large portion of internet is effected!
