PayPal only locks account that are receiving more then $500 a year in USD. If you're receiving that much funds your account has to be reported to the IRS an you've to fill out a W2 form. Don't state file hosting business are legit cause they're not reporting there income they are earning from users paying for premium services which is a red flag to PayPal 100% of them probably aren't making user earning $500 a year fill out a W2 Form which makes them illegal aka money lanudrying.
