Do any of you guys have a host that will allow me to upload to the server itself?

It's for protected video streaming, so the URL will be completely hidden, no one will know the files are hosted on the server itself.

You should look at places like Russia, but dont expect it within the shared enviroment.
You could get a fairly cheap VPS etc for this.
Contact www.WRZHost.com they provide Russia VPS's but you've got to ask :P

Oh, FTP hosting... that is a good idea! But I will have to pay for FTP hosting AND webhosting, right?

Anybody can provide FTP hosting for such things, but it doesnt mean that it wont get taken down due to the hosting of illegal/copyrighted files.

What location would this be in?
 
You won't find this for shared. Try the FTP or a Vps at least. It'll be expensive if it's stuff you wanna start submitting or get a lot of downloads.
 
if it video streaming then just go for a host that ignore dmca then get a warez hosting else where as they wouldnt know where the files are hosted
