Maybe there could be a subforum of hosting discussion called Deals, this is where Hosts and clients could list coupon codes/promotional offers and limited time offers. It would be a good archive for people who want to differentiate between hosting and costs.

It saves people searching through threads as they'll be able to see the deal in the title whilst searching through the pages of the forum.

Don't think that's recommendable.

We should focus on quality hosting providers. The weak ones will try to influence members with discounts. My experience is that those not offering incentives or discounts are the most satisfactory ones.

Discounts are ok, but shouldn't be promoted in a separate section.
 
Quality host providers can still provide good discounts. There could be a system in place where only hosts that have over x posts can post in that section too.
 
It may lead to spamming as some hosts may post deals on regular basis so that they may attract members. This may take the members into wrong path due to the discounts and regular posts.

If the section required at least a post count of 500 only somewhat experienced members would be posting and they'd make sure to follow the rules. Of course there would be rules such as "only one thread per week" etc. This would prevent the spam, if someone still remained spamming they'd get banned.
 
This would be not fair. The rule of "500 post count" would not be fair for new providers. However the idea of only "one thread per week" seems to be good but it should be such that the OP can't bump the thread before a week.
I like your idea though :)

I Don`t think we need it actually, there is enough stuff inside sections deals and so on, people would just spam more of their own stuff there to get more attention.

1. there are no quality providers here...well its look stupid if wrzhost had their own deals section

2. limiting it to posts? lame. I could open a host tomorrow and have access...or you (a new hosting provider) could ;) kidding. love you :)

3. they can do it in their threads
 
if people have a deal or promo they should update their thread title or edit their first post informing members.

dont think a dedicated section is necessary.
 
Editing/updating title should work

i mean a new rewrite rule for title syntax (for hosts with promos) should be entertained!!

I agree with this.
Wjunction should be at-least be flexible with the title.
I understand that this rule has been put up to save members from getting scammed but then I feel its a injustice to the other trusted web-masters.

I say make 2 Sections Standard and Premium.
Take money from web masters to post in Premium section and allow them with all sorts custom titles and keep standard section open for all others.
