Limit is so low for anonymous users because for business we do not benefit much from Anonymous users.

You earn 5% from referrals.

Premium users do not have any limits for upload and download.

At the moment rates will stay as they are But they are subject to change depending on business needs.

maybe the uploader set it as "premium only" download..that's why only premium users can download it.
