I think currents limitations for unregistered and free users are just fine.
Wait 10sec or 60sec makes really no difference. But 10min or 30mins or 1-2 hours makes HUGE difference.
Many minutes of waiting will really put off free users.
But it's a balancing game for host owners. If they appeal more to free users, then there will also be more people uploading content. The more content available, it will also be more appealing for people to consider buy premium.
This is why you offer PPD, it's for uploaders who may have content and traffic from regions where it's difficult to get sales. Even though they may never make any sales, there will still be some premium users downloading from them at some point, and this is where the revenue comes from to pay for the PPD.
Hosts needs to consider the whole picture, and not just see if PPD users makes sales or not. Well, if they did make sales, they wouldn't have been on PPD, would they?

Something is not quite right about download counts at fileom.
On 25th, I upped some files and now nearly 2 days later this is the stats:

As you can see, some of the files haven't been downloaded at all on fileom, despite that I'm pretty sure that people do download them.
As I said before. All I want is ACCURATE download counts so that files that do get downloaded will be kept alive.
Otherwise the situation will be similar to bitshare, where they just count 1IP/24 hours and eventually I have lots of files expired after 60 days despite that I'm confident people are downloading.
I even have proof of that because I used linkbucks on the bitshare links, and there were counts on linkbucks, but 0 on bitshare.
