Reducing Server Response Time

I have my blog on Google's blogger platform and tomorrow I tested my site on Google pagespeed tool. It's asking me to Reduce my server response time but my blog is on Google server. Why in this world the response time is more and what can I do for it?

Minimize the css, html and compress the images, is all you can do, or change the template
