Any file host that counts multiple downloads from the same IP and pays good ?

its written there
"We score unique downloads from all countries and from one IP-address once per 24 hours for files over 0.5 Mb"
so doesnt that mean they if a user download two or more different files from the same IP within 24 hours it will be counted as 1 download. ?
