This sale when you have ppd program you not earn only earn by downloads ,you must go to pps ,and this sale when you have in ppd dont count when you change to pps ,only sale when you alredy have pps active .

Try to contact the support. If they see your traffic is good for sales, they might activate it for you. Even if they refuse, you won't lose anything by asking.
