1. Is it possible to publish ads in your website AND make a profit out of them even if you are not 18 yet.

2. Is there such thing as "pay-per-view" ad?
Let's say when the page loads and an ad inside the page shows, would you get credit for it or the user has to click on it?

1.It depends from the payment method :
- via paypal they dont care how old are you
- via checks you must be 18 , but you can put your parents to receive the money
2. Yes it's called CPM or CPI

CPM is frequently used in advertising to represent cost per thousand (where M is the roman numeral of 1000). When used in advertising it relates to the cost per thousand page impressions.
It is important to remember that when someone says something like, "our CPM is $5," this means that the Cost Per Impression is $0.005

3.It depends what kind of site do you own and what kind of payment method do you want
For warez sites : Adbrite - pays via check
CPX Interactive - pays via paypal

Nearly all the ads are pay-per-view they are called CPM ads and the ads which give money on clicks are called PPC (pay per click)
