PayPal Paypal limited for being inactive?

I made a new paypal account for iHostCore a week back, today a guy on wj ordered a VPS from my hosting.
So paypal limited my account:

They are asking me for address proof and to verify a new credit card

scan the documents and upload them in the resolution center and add a cc if you used fake info your screwed

Yea They Do Limit Accounts due to inactivity happened quite a few times with me :p
