Paypal can't complete action with this CC

This is second time I have problem like this. This is error message

When I contacted paypal they said they have nothing to do with that, it's my debit card which denies the payment. So who should I ask now?
Paypal said they don't think my local bank can help me with these.

Did anyone have problems like this and does anyone know what's the catch?

How did u contacted paypal through Call or Mail ?

Is it a prepaid card? OR a small local bank? They flag some small local banks and some visa prepaid cards.
