need windows vps for encoding

i am looking at getting a windows vps for encoding

the minimum details i want are as follows

2gb ram or more
100gb space or more
3tb - unmetered bandwidth
any windows os
a powerful cpu with as many cores as you can offer

im not too bothered about location and will listen to any offers with roughly these specs

$35 budget
